Setting: Where Are We? (Spoilers!!)

Mkay, I've been thinking, and I've come to the conclusion that if we write this as if Katniss' rebellion failed, it would be the easiest way to explain why we still have Hunger Games running. President Snow is still evil overlord, exct. Anyone else have a different idea?
